Accessible mobility and the federal funding pathway
Develop a partner-led proposal for older adults and people with disabilities in the East Bay.
A proposed complementary role
East Bay Paratransit is the AC Transit/BART ADA service for eligible people unable to use regular buses or trains because of a disability or health-related condition. TAVX360 has no represented affiliation. We propose exploring complementary trips and service coordination through an authorized agreement.
Section 5310: the funding pathway
FTA Section 5310 supports mobility for older adults and people with disabilities. Eligible subrecipients include nonprofits, certain public authorities and public transportation operators, depending on project type. In the Bay Area, MTC works with Caltrans, the designated recipient. Formation of a nonprofit alone does not establish eligibility or an award.
Build an application-ready project
Confirm the eligible applicant and partner roles with Caltrans/MTC. Identify an unmet need and coordinated-plan alignment. Prepare service boundaries, accessible vehicle and assistance arrangements, capital and operating budgets, match commitments, procurement and reporting plans. Obtain the current solicitation before assigning a deadline or award date.
Automation must fit the service obligation
Consumer Tesla FSD requires an attentive driver and does not make a vehicle autonomous. A future automated service needs applicable California authorizations and an accessibility plan. Standard Model X vehicles do not automatically satisfy wheelchair access, securement or passenger-assistance requirements. Service should use authorized operations and suitable accessible vehicles as needed.
Our proposed funding workstream
TAVX360 can coordinate needs assessment, partner outreach, route planning, project costing and document preparation. The grant applicant retains its obligations; contracting and any related-party arrangement require the recipient’s approval and applicable procurement rules. We are preparing a project, not creating or administering a federal grant program.
